2/17-18/03:  In the Reports Section -- Added link to the official UN report on the 4th GHS Sub-committee meeting and the official UN report on the 1st TDG/GHS Committee meeting.  Also updated the IME/SAAMI report to include discussions of the UN reports, future work, and meetings.  This report is available in MSWord format and now, in PDF format.  To download the PDF version look for and click (pdf).

12/4/02: In the Reports Section -- Updated the 22nd Session TDG Sub-committee Document Summary (see Table 1), INF.45, INF.47, and INF.48.  None of these documents address explosives topics and present no IME/SAAMI issue.  

12/3/02: In the Reports Section -- Updated the 4th Session GHS Sub-committee Document Summary (see Table 2),  INF.14.  Updated the discussion on INF.14/Add.1.

12/2/2002:  In the Reports Section -- Updated the 22nd Session TDG Sub-committee Document Summary (see Table 1), INF.6/Add.1, INF.20 INF.42.  With the exception of INF.23, which deals with fireworks, none of these documents address explosives topics and present no IME/SAAMI issue.  Updated discussion on 2002/65 and INF.4.

11/14/2002:  In the Reports Section -- Updated the 22nd Session TDG Sub-committee Document Summary (see Table 1), the 4th Session GHS Sub-committee Document Summary (see Table 2) and the 1st Session Combined TDG/GHS Committee Document Summary (see Table 3).  

Of particular interest to IME/SAAMI members will be the review of INF.4 for the TDG.  This document presents Test Series 8 (ANE) test results for AN Suspensions obtained by Spain.  Spain is proposing that these results be included as example results in the new Test Series 8.  Members should review this document and advise, by 11/15/02, if they have any objection to this proposal.

11/1/2002:  Updated the 22nd Session TDG Sub-committee Document Summary (see Table 1) and the 4th Session GHS Sub-committee Document Summary (see Table 2).  All document reviews are complete.

10/28/2002:  The DOT has announced its schedule for pre-UN and post-UN meetings.  The pre-UN meeting has been scheduled for November 20, 2002 from 9:30 am - 12:30 pm in Room 6244-6248 of the Nassif Building (400 7th Street SW).  The IME/SAAMI UN Consultant will attend this meeting for IME & SAAMI.  The post-UN meeting will be December 18, 2002 from 9:30 am - 12:30 pm in Room 6244-6248 of the Nassif Building.  The IME/SAAMI UN Consultant will not be attending this meeting.  Click here to receive the Federal Register Notice.

8/5/2002:  Reports -- Added a link to the 21st Session Report to IME & SAAMI and links to the UN's meeting reports on the 21st Session TDG and 3rd Session GHS meetings.

7/11/2002:  The following is a summary report on the outcome of the 21st Session TDG:

  • IME's proposal to transport 1.5D in portable tanks was discussed in the ANE working group and gained support of that group, both for transport of 1.5D as well as 5.1 ANEs.  This solved the long-standing issue of tank transport of ANEs.  The proposal, for tank transport of UN0331 and UN0332 (1.5D) and UN3375 (5.1)  was accepted, with some "tweaking" by the TDG sub-committee by a vote of 10 to 1.  It now must receive final approval of the Committee this coming December and then it will be published in the 13th Revision of the Model Regulations.

  • The ANE working group concluded its work and finalized its proposal for the 13th Revision of the Model Regulations.  The recommendations of the ANE working were accepted by the sub-committee and must now be approved by the Committee in December prior to publication.  

  • As part of the ANE provisions, a proposal by USA and DGAC (IME) resolved (at least for now) the issue of the 8(d) test.  This test has been removed from the proposed revision to the Class 1 classification flow chart, and will be included in the test manual only as information for those who wish to evaluate the suitability of 5.1 ANEs for bulk transport.  The introduction to the 8(d) test has been revised by adding the following introductory sentence, "This test is not used for classification but is included here for those who may want to use it to evaluate suitability for bulk transport."  This leaves the 8(a), 8(b), and 8(c) tests as the classification tests of choice for determining if an ANE is a 5.1 substance.

A detailed report presented by Australia described work on a modified VPT test (MVPT) that was done during the past year by Orica and Dyno.  This report provided scientific data that aided many of the working group (including yours truly) to finally understand what goes on in such a test.  The test was proposed as a replacement for the 8(d) test, but it was felt that additional review was needed, so this proposal was not accepted.  At a later date, the test may be accepted as an alternative to the current 8(d) test.  Presentation of this report aided significantly in resolving the deadlock regarding the 8(d) test (which will now be used as one method to determine suitability for bulk transport).

  • The "default" classification system for fireworks will be studied for another 2 years.  This working group did acknowledge that the Test Series 6, in its present form, is adequate to evaluate fireworks.  This is good news, because, at the onset of this project, it was feared that the working group might recommend changes to TS 6.  The report of the fireworks working group can be reviewed by clicking here.

A formal report will be provided after the US post-UN meeting and review of the formal report of the sub-committee has been released.

5/23/2002:  Reports (TDG) -- updated the 21st Session Document Summary.  Added reviews of documents 2002/55, INF.5, INF.6 & INF.7.

5/9/2002:  Reports (GHS) -- The 3rd Session agenda is now available.  Rearranged the 3rd Session GHS Document Summary as described in the agenda.  Added a review of 2002/11.

5/8/2002:  Reports (GHS) -- Updated the 3rd Session GHS Document SummaryAdded a review of 2002/2, 2002/3, 2002/4, 2002/6, 2002/7, 2002/8, & 2002/9.

5/7/2002:  Reports (TDG) -- updated the 21st Session Document Summary.  Added reviews of documents INF.3 & INF.4.  Updated the summary on 2002/35.  INF.3 discusses fireworks testing and could have future implications on performance and evaluation of test series 6.  2002/35 discusses an issue regarding life-saving appliances containing small amounts of explosives and may be of interest to IME & SAAMI members.  INF.4 does not discuss explosives issues or other IME/SAAMI issues.  

5/6/2002:  Projects -- updated the discussion on transport of 1.5D in portable tanks.  Posted the final version of the proposal that has been transmitted to DGAC (formerly HMAC) for consideration by INTEREC in May.  Once approved by INTEREC, the proposal will be transmitted to the UN for consideration at the 21st Session of the TDG sub-committee.  

4/30/2002:  US DOT has posted its meeting schedule for the coming UN session.  The pre-UN meeting will be June 18, 2002 1:00pm - 3:30pm, Room 6244-6248.  The post-UN meeting will be July 24, 2002 9:30am - 12:30 pm, Room 3328.  Click here for a copy of the Federal Register Notice.

4/26/2002:  Reports (TDG) -- updated the 21st Session Document Summary.  Completed the section for Agenda item 1 (adoption of the Agenda).  This section contains link to the agenda, list of documents, and other background documents for the coming meeting.

4/16/2002:  Reports (TDG) -- updated the 21st Session Document Summary.  Added reviews of documents 2002/30, 2002/31, 2002/32, 2002/33, 2002/34, 2002/35, 2002/36, 2002/39, 2002/46, 2002/47, 2002/50, 2002/51, & 2002/52.  Document 2002/49 (posted 4/11) has been withdrawn.  Document 2002/35 discusses an issue regarding life-saving appliances containing small amounts of explosives and may be of interest to IME & SAAMI members.  None of the other documents listed discuss explosives issues or other IME/SAAMI issues.

4/10/2002:  The DOT pre-UN meeting has been scheduled for June 18, 2002 from 1:00 - 3:30pm in Room 6200-6204 of the Nassif Building (400 7th Street SW).  The IME/SAAMI UN Consultant will attend this meeting for IME & SAAMI.  A Federal Register Notice will be published closer to meeting time and will be available here for pick up.

  • 2002/20 presents USA's comments on the report of the fireworks working group that met in October 2001 and the proposed default classification system for fireworks. 

  • 2002/22 presents results achieved in Japan from trials of Test Series 8 (proposed for evaluation of ANE).  

  • 2002/26 and 2002/27 discuss organic peroxides and self-reactives.

3/15/2002:  Reports -- Added the 21st Session Document Summary.  In addition to the website version, you can also download a copy of the document summary by clicking here.  Currently, there is only one document available concerning explosives, 2002/1.  This document reports on the fireworks working group meeting last October.  See the explosives section of the report (Agenda Item 3) for this document and, in the future, any other 21st Session documents on explosives.
