12/17/2003:   In the Reports Section.  Add.1 to The UN's report on the 24th Session TDG Sub-committee meeting is now available.  This addendum is the report of the explosives working group to the sub-committee (click here) and was previously published and reviewed under INF.63.

12/16/2003:   In the Reports Section.  The UN's report on the 24th Session TDG Sub-committee meeting is now available (click here).  As anticipated, this report indicates that documents and proposals concerning AN suspensions and gels were not discussed in plenary and will be taken up at the 25th Session (July 2004).

12/12/2003:   In the Reports Section.  Updated the Document list (added links for TDG INF.61 - INF.65).  INF.63 is the report of the explosives working group that met during this session.  IME/SAAMI members are urged to review this document and the comments regarding it on the document summary.

12/4/2003:   In the Reports Section.  Updated the Document list (added links for TDG INF.1, INF.2, INF.46/Add.1 and INF.52 - INF.60).  INF.52, INF.54, and INF.59 addresses class 1 or class 1-related issues (AN suspensions and gels, UN3375).  

Reformatted the Document list to include summary, discussion, position, and recommended action.  This will eliminate the need to open separate documents to review IME/SAAMI analysis of documents addressing class 1/class 1-related issues.

The list of documents that IME/SAAMI members should review and comment on by 1/15/2004 now includes:  2003/31, INF.18, INF.28, INF.37, INF.44, INF.45, INF.52, INF.54, & INF.59 (see note).

12/1/2003:   In the Reports Section.  Updated the Document list (added links for TDG INF.27 and INF.50 - INF.51).  INF.50  addresses class 1 or class 1-related issues (fireworks classification).  

Reformatted the Document list to include summary, discussion, position, and recommended action.  This will eliminate the need to open separate documents to review IME/SAAMI analysis of documents addressing class 1/class 1-related issues.

The 24th Session gets underway today.  Aside from a few documents addressing the default classification system for fireworks, the following documents address the issue of AN suspensions and gels:  2003/31, INF.18, INF.28, INF.37, INF.44, & INF.45.  IME/SAAMI, through the DGAC delegation, is requesting that any decision on these documents be postponed until the 25th Session (July 2004).  This will allow IME/SAAMI members that may have an interest in this subject adequate time to review these documents and provide written comments to the IME/SAAMI consultant.  Written comments on this subject and/or these documents should be submitted, in writing, to the IME/SAAMI consultant by 1/15/2004.

11/28/2003:   In the Reports Section.  Updated the Document list (added links for TDG INF.41 - INF.49).  INF.44  & INF.45 address class 1 or class 1-related issues.  These documents provide an update and review on the modified vented pipe test being developed in Australia.  This test is being studied as a possible alternative to the 8(d) Vented Pipe Test currently used to evaluate suitability of UN3375 ANEs for transport in bulk.  We have not prepared a formal, written review and position summary on these documents; however, these documents have arrived too late for adequate technical review by IME/SAAMI.  We remain neutral on the subject and prefer that discussions and decisions on this topic be deferred until the 25th Session (July 2004), at which time we can be present to participate in the discussion.

Interested IME/SAAMI members should review these documents and comment, in writing to the IME/SAAMI consultant by 1/15/2004.

11/25/2003:   In the Reports Section.  Updated the Document list (added links for TDG INF.36 - INF.40).  INF.37  addresses class 1 or class 1-related issues as it presents Canada's analysis of 2003/31 from Spain regarding the issue of AN suspension and gels under UN3375.  Canada supports adoption of Spain's proposal.

11/24/2003:  In the Reports Section.  Updated the Document list (added links for TDG INF.21 - INF.35).  INF.28 and INF.32  address class 1 or class 1-related issues.  INF.28 provides Norway's opposition to 2003/31 from Spain regarding the issue of AN suspension and gels under UN3375.  INF.32 discusses classification of fireworks.  Both INF documents are under review and IME/SAAMI position is to be determined.   Also added position summaries for INF.18 and INF.28.

Also added links to GHS documents 2003/9, 2003/10, INF.1, and INF.2.  None of these documents discuss class 1 or class 1-related issues.

11/17/2003:  In the Reports Section.  Updated the Document list (added links for TDG INF.9 - INF.20).  INF.18 is the only INF document obtained that addresses a class 1 or class 1-related issue.  This document supplements 2003/31 from Spain regarding the issue of AN suspension and gels under UN3375.  INF.18 is under review and IME/SAAMI position is to be determined.

11/5/2003:  The 2003/31 position summary has been revised to correct erroneous references to 2003/13.  These references should read 2003/31 and the summary has now been correct.  2003/31 discusses Spain's proposal to amend the definition in SP309 to include a typical formulation appropriate for emulsions and gels.  You can obtain the revised position summary by clicking here.

10/28/2003:  DOT has published their pre/post meeting schedule.  The pre-UN meeting will be on 11/19/03 and the post-UN meeting will be on 12/17/03.  The IME/SAAMI UN Consultant is not attending these meetings.  Click here for the meeting notice.

In the Reports Section:  Updated the IME/SAAMI Report to include information regarding the DOT pre/post-UN meetings.  Updated the Document List to include TDG documents added since 10/8/03 and to include newly arriving TDG INF documents.  None of the documents added today address class 1 or class 1-related issues.

10/8/2003:  In the Reports Section:  Added links to the IME/SAAMI Report and the Document List for the December sessions of the TDG & GHS.  In keeping with the decision of IME & SAAMI, a detailed summary of all session documents is no longer being prepared.  All documents are scanned for class 1 and/or class 1-related issues and summaries/positions are only being prepared for those documents.

Replacing the traditional Document Summary for this session is the Document List.  All TDG and GHS documents are listed here, along with the document sponsor, and title/subject.  Additionally, clicking a document entry will retrieve that document from the UN website.  A M symbol precedes any entry that has been identified as addressing a class 1/class 1-related issue and if an IME/SAAMI position paper has been prepared, a hyperlink has been provided.

Currently, one TDG document has been identified as addressing a class 1/class 1-related issue.  No GHS documents have been identified addressing these issues.

8/8/2003:  In the Reports Section:

  • Updated Table 2 (GHS document summary) of the July 2003 Document Summary.  Late arriving INF papers have been added.  Also, added an "Outcome" section to each document summary that discusses the disposition of the document during the 5th Session GHS sub-committee.

  • The UN has published its report on the 5th Session GHS Sub-committee meeting and a link to this report has been provided.

  • The agenda for the 6th Session GHS Sub-committee meeting is available and a link to the agenda has been provided.

  • Updated the IME/SAAMI report on the 23rd Session TDG and 5th Session GHS Sub-committee meetings to include a discussion on the GHS session.

6/25/2003:  In the Reports Section -- updated Table 1 (TDG document summary) and Table 2 (GHS document summary) of the July 2003 Document Summary:  

Table 1 (TDG) activity:

  • Added documents 2003/5 and 2003/19 (these were previously available in French; English versions are now available).  No IME/SAAMI issues in these documents.

  • Added INF documents 7, 13 - 26.  Except as noted below, no IME/SAAMI issues in these documents.

  • INF.16 is offered in support of CTIF's proposal to require a bomb burst symbol on 1.4, 1.5, and 1.6 labels.  IME/SAAMI oppose this proposal.

Table 2 (GHS) activity:  added INF documents 6/Add.1 - Add.8, 7 - 12.  No IME/SAAMI issues in these documents.

6/12/2003:  In the Reports Section -- updated Table 1 (TDG document summary) of the July 2003 Document Summary:  

  • Added documents INF.5 - INF.6, INF.8 - INF.12

  • INF.11 is the provisional timetable for the TDG meeting

  • INF.12 is a paper from Spain in support of their proposal in 2003/13 regarding suspensions and gels

Members are strongly encouraged to review INF.12 and provide any written comments to the UN consultant by 5pm, Monday, June 16, 2003.

6/11/2003: In the Reports Section -- updated Table 1 (TDG document summary) of the July 2003 Document Summary:  

In the Reports Section -- Updated Table 2 (GHS document summary) of the July 2003 Document Summary:  added documents 2003/2 and INF.2 - INF.6,   Note that INF.5 and INF.6 discuss precautionary statements and safety data sheets.  Safety staff of member companies should review and comment to the UN consultant as appropriate.

Also, DOT published their meeting notice in the May 30th Federal Register.  The pre-UN meeting has been scheduled for June 18, 2003 from 9:30 am - 12:30 pm in Room 3200-3204 of the Nassif Building (400 7th Street SW).  The IME/SAAMI UN Consultant will not attend this meeting for IME & SAAMI since he will be attending the OECD-IGUS/EPP meeting.  The post-UN meeting will be July 16, 2003 from 9:30 am - 12:30 pm in Room 3200-3204 of the Nassif Building.  The IME/SAAMI UN Consultant will attend this meeting.   Click here to view the notice.

5/28/2003: In the Reports Section -- added a report on the 6th International Conference of the Chief Inspectors of ExplosivesThis report provides a summary of the meeting and links to the draft report of the meeting prepared by the meeting secretariat, a draft letter to the Secretariat of the UN Committee, and a report by UEE on ANE, Suspensions and Gels.  The IME/SAAMI report is available in MSWord and PDF formats.

5/6/2003:  In the UN Publications Section -- The GHS document is now available in print and on-line.  The 13th Revision of the TDG Model Regulations should be available by mid-year.  Additionally, several other documents are available on-line and in print.  See the new UN Documents page for details, ordering information, and access to the TDG Model Regulations, TDG Test Manual (coming soon), GHS, ADR, and ADN.

5/5/2003:  DOT has announced that they will hold their public meeting in preparation for the 23rd Session TDG meeting on June 18, 2003, from 9:30 am - 12:00 pm at DOT headquarters.  The room number has not yet been advised, and publication of the official notice in the Federal Register is still pending.  For more details, check back here, or see the "DOT Meeting Notice" hyperlink above (or click here).

In the Reports Section -- Updated Table 2 (GHS document summary) of the Document Summary.  GHS document 2003/3 has now been received and reviewed.  No issues of specific interest to IME/SAAMI members were noted.

4/24/2003:  In the Reports Section -- Completed the TDG portion (Table 1) of the document summary.  Reviews of TDG documents 1-28 are now complete and available.  Members interested in:

  • classification and transportation of ammonium nitrate emulsions, slurries, and gels should review 2003/13

  • classification of fireworks should review 2003/14, 2003/20, and 2003/25

  • a discussion as to whether the bomb burst symbol should appear on 1.4, 1.5, and 1.6 labels should review 2003/25

  • proposed changes to package testing requirements should review 2003/10

IME and SAAMI members are asked to pay particular attention to the 3rd bullet above.  2003/25 is a document addressing the proposed development of a default classification system for fireworks.  However, the document concludes with an observation that it is a significant error to allow 1.4, 1.5, 1.6 labels without the bomb burst symbol.  The subject is raised in 2003/25 to start a discussion on the topic at the TDG sub-committee meeting in July.  If you have an opinion on this subject, we need to know as soon as possible, and no later than May 15, 2003.  Please send your comments (written) to David Boston at dboston@unreports.com?subject=Comments on TDG 2003/25.

4/16/2003:  In the Reports Section -- The document summary for the July sessions is beginning to take shape.  Currently, the report is just a list of documents available and hyperlinks to retrieve those documents.  Our review will begin shortly and we will start adding comments to the report.  It is recommended that IME and SAAMI members scan the list of documents now, review those documents they have an interest in, and send any comments to the IME/SAAMI UN Consultant (click here).
